The closing ceremony of the National Conference on Regulating Cyberspace was held today, September 25, with the presence of religious and cultural figures including Ayatollah Ali Akbar Rashad and Hojjatoleslam Abdolhossein Khosrowpanah at the Islamic Culture and Thought Research Institute. This conference addressed the challenges and new needs arising from technological advancements and cyberspace, emphasizing the necessity of jurisprudential regulation and wisdom-based approaches in this field.
Jurisprudential and Ethical Regulation
Hojjatoleslam Abdolhossein Khosrowpanah, Secretary of the Supreme Council of the Cultural Revolution, pointed out the importance of jurisprudential regulation and stated: "Jurisprudential regulation must be based on rationality, virtue, and ethics, and should be designed to serve the people." He also referred to the necessity of providing new regulations for cyberspace and artificial intelligence, emphasizing that past laws are no longer effective.

Khosrowpanah, referring to the significant changes in the world due to technological advancements, said: "Our living environment, especially for the younger generation, has undergone profound changes, and we must respond appropriately to these changes." He also mentioned the need for new management in the field of artificial intelligence and noted that education must quickly adapt to these developments.
Consequences of Lack of Regulation
Ayatollah Rashad also stated at this conference that cyberspace has changed the meaning of domination, saying: "Today, America, as the father of cyberspace, has resorted to new military campaigns, which indicate profound changes in the concepts of security and colonialism." He also emphasized the need to pay attention to concepts such as 'expediency' and 'no harm' in regulating cyberspace, stating: "The preservation of the Islamic Republic must be prioritized, and cyberspace should be managed in a way that prevents street riots."
Rashad criticized some conventional methods in dealing with new technologies, saying: "We must pay close attention to the educational and cultural content for the youth, as they insult sacred values in the streets, which is a result of the cultural captivity imposed by enemies." He urged officials to adhere to the laws of the country in the realm of cyberspace and stated: "If an official deliberately fails to comply with the law, they have acted against Islamic law."
Ultimately, the National Conference on Regulating Cyberspace is considered a turning point in addressing the challenges of new technologies and the necessity for principled planning in this area. Given the rapid changes in this field, jurisprudential regulation and wisdom-based approaches will undoubtedly be key solutions to address challenges and preserve human and cultural values in cyberspace.
